Since the certificate is aimed at first-time educators, candidates who were previously certified in New York State are not eligible for the Transitional B certificate in the same subject area of the certificate held.
The following table provides an overview of the Transitional B certificate. Additional information is also provided below the table.
| Transitional B Certificate | |
|---|---|
| Description | The Transitional B certificate is issued to eligible candidates who are enrolled in a NYS Transitional B program to teach in a school district for which a commitment for employment and mentoring has been made. |
| Validity |
Upon issuance, the Transitional B certificate is valid for up to three years from its effective date. However, if the student completes or leaves the program, the certificate is no longer valid.Ìý The institution of higher education (IHE) is responsible for monitoring the TEACH system and informing the Office of Teaching Initiatives if the candidate’s certificate is no longer valid and needs to be expired. See below. |

The Transitional B certificate leads to the Initial certificate, and not the Professional certificate. By regulation, the Initial certificate must be issued with an effective date matching that of the Transitional B certificate. See below. |
| Application Fee | $50 |
| Paper Certificate Printed? | No. Transitional B certification is verified in the TEACH System. |
Time Extension
The Transitional B certificate can be extended beyond its original three years, if a candidate remains enrolled in the program. Information can be found on the Time ExtensionÌýwebpage.
Validity Period
If a candidate who holds the Transitional B certificate leaves the Transitional B program prior to graduating, his/her certificate is no longer valid. When this happens, the IHE should immediately send an email to the Office of Teaching Initiatives stating that the candidate is no longer enrolled in the program, so that the certificate can be expired immediately.
When candidates complete the educator preparation program, the Transitional B certificate is no longer valid and the IHE must enter the College Recommendation(s) for certification into TEACH. Programs that lead to Initial/Professional certification must enter both types into the system. In addition, programs must not withhold or delay the posting of the candidates’ College Recommendation until they complete certification exams.
Initial Certification
The Transitional B certificate leads to the Initial certificate, not the Professional certificate. As the candidate approaches graduation from the Trans B program, they should apply for the Initial certificate to ensure that there is no lapse in their certification.
By regulation, the Initial certificate must be issued with an effective date matching that of the Transitional B certificate. The IHE and candidate must monitor the TEACH system to ensure that the effective dates on the certificates match and contact the Office of Teaching Initiatives to inform us if they do not.
Only after obtaining the Initial certificate and completing the required teaching experience requirement(s) will the candidate becomes eligible to advance to the Professional certificate.
